Following Kyiv’s apparent willingness to proceed with a framework supported by the United States, all eyes are now on Russia’s response to a nascent peace plan to end the conflict in Ukraine. Next week, U.S. special envoy Steve Witkoff is scheduled to visit Moscow to meet with Russian President Vladimir Putin. Yuri Ushakov, a Putin assistant, told reporters on Wednesday that “the content [of the U.S. plan] will be discussed” during the meeting and asserted that during Tuesday’s meetings with U.S. officials in Abu Dhabi, Russian officials had not discussed a U.S.-supported plan.
The Russian side has not yet spoken with anyone in particular about any documents. We have scheduled a meeting with Mr. Witkoff. I’m hoping he won’t be by himself. In remarks cited by state news agency TASS and translated by NBC News, he stated, “There will be other members of the U.S. team working on the Ukrainian dossier.” According to Ushakov, Russia has seen an unofficial draft of the U.S.-backed plan for Ukraine but has not yet received it formally. Ushakov stated that while the Kremlin saw certain positive features of the proposal, “several of its points require serious analysis.
