Mass evacuation exercises, survival manuals, and stockpiling. Europe is rushing to get its people ready for the increasing likelihood that war could soon be at its doorstep. In recent months, several European countries have started offering gloomy advice, encouraging psychological resilience and imagining garages and subway stations converted into bunkers.
One main takeaway is that the populace must shift its mindset in order to be prepared for war. NATO Secretary-General Mark Rutte said to security specialists in Brussels in December, “It is time to shift to a wartime mindset.
As Europe’s longtime and powerful ally, the United States, takes a more hostile stance to maintaining European security and casts doubt on how far it would be willing to intervene should a NATO country be invaded, European leaders are worried that Russian President Vladimir Putin, emboldened by his victories in Ukraine, may attempt to push further into the continent.
However, there are still concerns about the effectiveness of these backup plans and whether or not citizens would heed the advice. In the case of a catastrophe, the European Commission has advised all Europeans to keep enough food and other necessities on hand to last them for at least 72 hours. The commission emphasized the need for Europe to cultivate a culture of “preparedness” and “resilience” in its March guidelines.
