Rwanda and DR Congo Agree to Write a Peace Agreement by May 2

By May 2, Rwanda and the Democratic Republic of the Congo (DRC) will have draughted a peace agreement in which they pledge to respect one another’s sovereignty and abstain from arming armed groups.

In a heated meeting in Washington, DC, on Friday, DRC Foreign Minister Therese Kayikwamba Wagner and her Rwandan colleague Olivier Nduhungirehe signed the deal without exchanging handshakes.

Two days after Qatar mediated an unexpected truce between the African nations, the agreement was part of diplomatic attempts to put an end to the carnage in the eastern Democratic Republic of the Congo.

The United States convened the foreign ministers of the two nations and expressed interest in investing in the mineral-rich but unstable east of the Democratic Republic of the Congo, where violence between M23 rebels and DRC authorities has escalated since January. In a battle that has claimed thousands of lives, the M23 has taken control of critical eastern cities. According to US and UN analysts, Rwanda supports M23. Rwanda has refuted the accusation on several occasions, claiming it is protecting its security from hostile militias in the Democratic Republic of the Congo, including members of the Hutu-led organisation responsible for the 1994 genocide.
