According to the Vienna-based European Union Agency for Fundamental Rights (FRA), rising housing costs are making it more difficult for many Europeans to exercise their right to sufficient housing.
According to FRA’s annual report, which cites data from EU agency Eurostat, house prices in the EU as a whole soared by 53% between 2015 and 2024, while rentals increased by around 17% during the same period.In the report, FRA Director Sirpa Rautio stated that “many individuals and families are impacted by soaring costs, as an increasing number of people cannot afford their homes and risk becoming homeless.”
Fewer than half of people with incomes below the at-risk-of-poverty threshold are homeowners, even though almost two-thirds of EU citizens own property. The European Federation of National Organizations Working with the Homeless (Feantsa) estimated that approximately 1.3 million individuals were homeless in the EU in 2025, indicating that there are signs that homelessness is on the rise, according to the FRA.
The FRA stated that everyone, including immigrants, refugees, and asylum seekers, is entitled to decent shelter under international human rights law. Governments must also prevent homelessness, increase access to affordable housing, and shield citizens from housing discrimination, according to international and European agreements.
