The US has presented a secret 28-point peace plan aimed at ending the war between Ukraine and Russia. Drafted mainly by US special envoy Steve Witkoff and Russian envoy Kirill Dmitriev, the plan reportedly requires Ukraine to make significant concessions, including ceding parts of the Donbas region it still controls, drastically reducing the size of its military, and giving up advanced weaponry.
These terms largely align with Moscow’s demands and have elicited a lukewarm and cautious response from Kyiv, which has agreed only to work on the plan’s provisions toward a just peace without endorsing the specific terms. The plan not only addresses territorial and military issues but also touches on broader regional security concerns, including the status of the Russian language and church in Ukraine and US security guarantees aimed at preventing further Russian aggression in Europe.
US officials, including press secretary Karoline Leavitt, have defended the plan as balanced and acceptable to both Ukraine and Russia, emphasizing ongoing engagement with both countries. The US Army delegation recently visited Kyiv to discuss the plan with President Volodymyr Zelensky and senior military leaders. Meanwhile, Moscow downplayed the diplomatic significance of the plan, denying formal consultations, though Russian sources involved express some optimism.
