Anticipatory governance: developing permanent vigilance capable of identifying situations that may generate future risks, assessing their probable trajectories, and acting early enough to keep those risks under control before they reach critical or irreversible levels.
Jean-Pierre further suggests that international institutions should evolve to better integrate strategic foresight, early warning, mediation, operational coordination, and accountability. This reflection also extends to the governance of the United Nations Security Council, including its composition, decision-making processes, and the implementation of its decisions, to strengthen its contribution to SDG 16 on Peace, Justice and Strong Institutions and, more broadly, to the objectives of the UN 2030 Agenda.

An Ivorian aviation entrepreneur and private jet brokerage expert, Marc has developed his expertise entirely within the African market. At 37, he is now taking that experience into entrepreneurship with a focus on strengthening the role of African brokers.
One of his key ventures is The Black Jet Brokers (BJB), a pan-African network created exclusively for jet brokers based on the continent. The idea behind BJB is to bring together the knowledge, connections, and reach of African brokers and turn them into a stronger collective force.
Marc’s vision is centred on supporting the growing mobility needs of Africa’s elite and institutional stakeholders. By creating a more connected brokerage community, he aims to help brokers improve service standards, respond more efficiently, and handle high-level travel requirements with greater ease.
The initiative also reflects his belief that African brokers should have a stronger role in shaping the continent’s private aviation market. Rather than relying entirely on networks outside Africa, BJB is designed around the people and businesses already operating within the continent.
Marc is also leading Empty Legs Africa, an initiative focused on promoting and monetising empty-leg flights across, to, and from Africa. These flights create an opportunity to make use of aircraft that would otherwise travel without passengers, potentially opening new revenue opportunities for both brokers and operators.
For Marc, the initiative is about finding value in an existing part of private aviation while improving access to aviation solutions across the continent. It adds another dimension to his work, connecting commercial opportunity with a more efficient use of available aircraft capacity.
Both ventures come from the same underlying idea: Africa’s private aviation industry has significant potential, but that potential can be strengthened through better connections, stronger local networks, and a deeper understanding of the continent’s unique requirements.
