The Cypriot government has raised doubts about a proposal to appoint a special European envoy to restart dialogue with Russian President Vladimir Putin as part of efforts to end the war in Ukraine. The idea has gained momentum as US-led peace talks move forward.
Cyprus, which has just taken over the EU Council’s six-month rotating presidency, now holds a more influential role in shaping the bloc’s decisions. However, Foreign Minister Constantinos Kombos said the focus should remain on the existing negotiation framework led by the United States.
Speaking to journalists in Nicosia on Wednesday, Kombos said a clear structure is already in place, with Ukraine actively involved in the talks. He added that, based on the information Cyprus has received, the discussions are progressing in a way that Ukraine believes offers genuine hope. In his view, this is not the right moment to change the approach or introduce new diplomatic channels.
French President Emmanuel Macron and Italian Prime Minister Giorgia Meloni have argued that Europe needs its own direct channel to Moscow to avoid relying entirely on Washington, which is currently acting as the main intermediary between Russia and Ukraine. Meloni said Europe should speak to both sides if it wants to play a meaningful role in the negotiations.
